I also thought it very strange, and a good friend of mine who is part of the Union teaches them at his school, but he came from another IKO originally before moving to Canada so I wasn't sure.
Perhaps it is just this one Dojo in China that forgoes them? I have trouble understanding teaching the Pinans without learning the Taikeyoku first though as I always viewed them as a progression.
