The block you are reffering to as far as I am concerned is Yoko Shuto mawashi uke (Mae Shuto is done in front & Yoku Shuto pulls back to the side) as per Bloke & Tmd I was taught this as a block & trap (one hand on top of the other) and lift the attackers leg throwing it back over their own shoulder finishing with shuto strike to the collar bone.

oops.

In that case, I'm not too crazy about blocking and trapping low kicks with two hands, as it leaves too many exploitable targets open to the attacker. I'm inclined to believe that any movements that involve twisting motions of the hands probably imply joint locks or release techniques.
