Sadly, any character can do a fair job on their home pc, and create a certificate of sorts. Legitimacy is in the training, and the character of the individual. (I'd like to think that lineage plays a role in this too.)

I have seen ads on craigslist every now and again (large community site where everything thinkable is bought and sold), where people are willing, for a fee of course, to go through the steps of getting a green card for a non-US citizen...

Nice certificate…bad attitude!
Karate is based on the hard work, a lot of sweating, personal sacrifice, daily persistence and some fun also.
A piece of paper doesn’t mean anything…the owner of fake certificate only disgraces himself. Karate goes on!
