It means that you never stop learning, no matter what colour your belt is.
Someone wearing a black belt has more "traininghours" then someone wearing a coloured belt. No matter what, you never stop learning. As a matter of fact, this goes for many things in life.

The quote should be "A blackbelt is a white belt that never quit"... as in, train train and train some more and one day you will be a yudansha.... For me its not the belt that makes you a yudansha, but how you practise your karate... like mr miyagi say`s belt is to hold up pants... We used to have a 1st kyu in my old dojo who never wanted to do the blackbelt grading... finally he did it one day, in my mind he was a black belt long before that...
