Car Tire Heavy Bag

Has anyone here already constructed a car tire heavy bag? I once saw this back in early 2000 in Mike Young's DIY stuff. Recently, I saw it again in Buakaw's PV, although the one he uses is hanging, not the free-standing type. I also saw this in other forums.

Thoughts anyone?
