i have seen people use hiji oroshi on that shoulder neck region but i feel theirs too much risk of hitting the head and getting a warning.

we use hiji oroshi quite a lot and yes it's effective and yes too often I have seen guys call foul when it was nowhere near the head.
Standard combo - punch the lead shoulder to square them up or drop the arm - if the arm drops go for the head if not down to the belt ala Bloke or.... ![]()

Anything near the neck is dangerous for competition. Not only because you may actually hit someone in the neck or face, but because some individuals watch soccer matches for tips on how to flop about with the slightest face contact. I am amazed at how a guy can get kicked in the head with force can keep on trucking, but a stiff breeze from a hand is enough to turn them epileptic. IMO, there's no room for that in Karate. Osu!
